I am also wondering how much, in your work, you are considering the transnational connections that do exist in high enough circles. If the last three years have shown anything surely it is that there is cooperation in certain circles. And those cooperation's have examples in the past as well. My go to example here would be the connection between Fritz Fischer (died in 2006), sentence to life in prison for his experiments an KZ prisoners, who got released in March 1954, having spent only 7 years in prison, then worked for Boehringer Ingelheim. The same Boehringer Ingelheim which bought quinquina bark from Estrella, founded run and owned by Klaus "The Butcher of Lyon" Barbie, supported by the BND and CIA, and sold that as quinin to the US Army Chemical Corps during the Vietnam War. (http://www.jstor.org/stable/4383422 you can find it on annas-archive.org).
And I have not even started talking about Cercle Pinay, which had meetings at the Rockefeller home attended by Kissinger, or the Chatham House...
Oh and of course you never forget that when you mention GlaxoSmithKline, just because they dropped the Wellcome part at some point in the past, does not mean that the connections are gone.
I don't know if I explicitly mentioned BARDA in this article, but if I recall correctly, that agency funded a significant portion of the large contracts that Nanotherapeutics received

Or how about connections to TCI, Trans-international Computers Investment Corp? (https://www.cia.gov/readingroom/docs/STUDIES%20IN%20INTELLIGENCE%20NAZI%20-%20RELATED%20ARTICLES_0014.pdf and https://archive.org/details/rg-80.18.07-san-jose-mercury-article-november-20-1981/mode/2up). The later might be important, when you take the information that someone like Allen Dulles may have been in proxy-control over the $300 million which the German Operation Bernhard had left behind in Swiss bank accounts, into consideration. 'Funny' that a former high ranking Nazi officer would be the president of an international investment corp...

Thank you. You've given me quite a bit to think about here.
Looking forward to your thoughts, conclusions and insights.
How do you think does BARDA fit into all of this?
